Enable touch screen functionality:
Navigate to "Edit->Preferences"
This will bring up a new menu. Navigate to the "Touchscreen" tab and select the check box under "Touch Drawing" (denoted in red).
Enable bottom toolbar:
Navigate to "View->Toolbars->Toolbar Bottom"
